The history of Indian Trade Unions in India begins with the formation of All India Trade Union Congress on 31st October, 1920. As far as Bank Employees Trade Union movement is concerned, it dates back to pre-independence days. An organisation which brought light into the lives of thousands of Bank employees ‘All India Bank Employees Association’ came into existence on 20th April 1946 at Kolkata. Even though, unions were not formed all over India, our forefathers thought it fit to name the organisation as All India Bank Employees Association with the vision; this will become the real All India Organisation of Bank Employees in the days to come.

After the formation of All India Bank Employees Association, bank employees all over the country started forming trade unions. Similarly, Tamilnadu Bank Employees’ Federation was formed in Chennai on 9th June 1953. In this background, employees in Union Bank of India working in the State of Tamilnadu took the efforts to form trade unions. First a Union with headquarters at Chennai was formed. Later another two Unions with Madurai and Coimbatore as headquarters were formed. These unions were all cadre unions and served the employees/officers working in those areas. It is worth mentioning that the legendary leaders of Bank Employees, Com.N.Sampath and Com.K.J.Joseph were the Presidents of our Chennai and Coimbatore Unions respectively.

Understanding the strength of Unity, our forefathers took tireless efforts to consolidate these three Unions into a single entity and with the able guidance of Com.K.J.Jospeh, one of the tallest leaders of All India Bank Employees Association, consolidation was possible. The consolidated organisation held its inaugural conference at “Ayyanna Gowder Kalyana Mandapam”, Coimbatore on 22nd April 1973. Thus, Union Bank Employees’ Union – Tamilnadu came into existence. Today, we can proudly call this as the first integration.

From its inception, Union Bank Employees’ Union – Tamilnadu is functioning under the mighty banner of AIBEA, as an affiliate of Tamilnadu Bank Employees’ Federation. Initially, Union Bank Employees’ Union – Tamilnadu was functioning as an affiliate to All India Union Bank Employees Federation – the only federation existed at that point of time in Union Bank of India. AIUBEF has a unique constitution. As per its constitution, any union of Union Bank of India functioning in any State can be an affiliate of AIUBEF, irrespective of their industry level affiliation. During that period, Tamilnadu Unit affiliated to AIBEA, Kerala Unit affiliated to NCBE were members of AIUBEF. 

Com.Shanthi Bharathan, General Secretary of AIUBEF, was the first Workmen Director nominated to the Board of Union Bank of India by AIBEA. He continued for 12 long years against the directions of AIBEA and that was one of the causes for friction between AIBEA and AIUBEF.

From the date of consolidation, Union Bank Employees’ Union – Tamilnadu started working for the welfare of its members and for improving their standard of living. During the year 1979-80, there was an attempt to form an organisation against AIBEA, in various bank-wise organisations. Banks having headquarters at Kolkatta or Bank-wise Unions having headquarters at Kolkatta were the most affected. 

Our Union was also a victim of such divisive forces. All India Union Bank Employees Federation was a mixture of unions affiliated to various Industry Level Unions in Union Bank of India. Unions affiliated to AIBEA, NCBE, INTUC were part of the Federation. Due to the disruptive activities of the anti-AIBEA elements, situation necessitated the formation of another Apex Organisation exclusively for AIBEA Unions in Union Bank of India. Accordingly All India Union Bank Employees Association was formed in Mumbai on 22nd June 1979, with few affiliates of AIUBEF, as its members. Under these circumstances, one of our comrades attended the formation conference of AIUBEA as an observer.

At this stage, our Vellore Conference took place on 30 Sep & 01 Oct 1979. In the conference the stage was occupied by anti-AIBEA forces like Com.P.Ramamurthy, Com.Shanthi Bardhan etc., unfortunately, no representative from TNBEF were invited to the conference. The conference became a Launchpad for formation of an anti-AIBEA organisation in Union Bank of India.

In this background, AIBEA was forced to direct the Units of AIUBEF to clarify their positions. During this period, in the year 1980, in the Tamilnadu Bank Employees Federation conference held at Salem our comrades could not attend the conference as Delegates. The affiliation was temporarily suspended and we were asked to decide the about our affiliation. The position was such that either we can be an affiliate of AIBEA or AIUBEF and not both.

In order to decide our affiliation, an Extraordinary General Body Meeting was held at Santhome, Chennai on 16.03.1980. In this historic conference, despite the propaganda made by the disruptive forces, majority of the comrades expressed their faith and confidence in AIBEA. Accordingly, it was decided to continue our affiliation with AIBEA/TNBEF and to affiliate with AIUBEA. Out of 110 delegates participated in the Conference, 66 voted in favour of AIBEA and 44 voted against.

As per the fundamental principles of democracy, the majority decision should be binding on all and the minority should adhere to the majority decision to preserve the Unity. Unfortunately, against all principles of democracy, breaking the unity of Union Bank Employees, a minority section of members left the Extraordinary General Body Meeting and formed a rival union in the name of “Union Bank of India Employees’ Union – Tamilnadu” on 17.03.1980, affiliated to AIUBEF.

From the year 1973, so far, inclusive of the Integration Conference, 24 Biennial Conference were held. Out of this 24 conferences, in 22 conference the office bearers were elected based on consensus. It is a tradition to decide our future by our own comrades through mutual discussions, without the interference of any outside influence. Even in the conferences, where democratic process was inevitable, the comrades had the maturity to accept the verdict and continue to work united, preserving the unity of the organisation.

On 1st April, 2020, as per the decision of the Government of India, Andhra Bank and Corporation Bank were amalgamated with Union Bank of India. As a corollary, there was a need to integrate the Unions in all the three banks. With the guidance of AIBEA, apex level Negotiating Committee was formed to harmonize the internal policies, fringe benefits etc., Accordingly, fringe benefits were harmonized to the satisfaction of the entire workforce with everyone getting the best of the three. Higher Assignment Policy and Transfer Policy were harmonised to suit the present needs of the Bank. The Promotion Policy was retained without any modification. One of the major issue of converting all the 2200 Part Time Sweepers as Full Time Housekeeper-cum-Peon has happened. Restoration of Industrial Relations Machinery meetings and finding a solution to the regularization of temporary employees of the three entities are eluding a solution.

Much prior to the process of integration of Unions at the apex level, the unification journey started in Tamilnadu. In the Salem Conference, the comrades of Andhra Bank Employees’ Union Madras and Corporation Bank Employees Union participated as observers. After the amalgamation of the banks, several joint meetings at various levels were held. The Joint Office Bearers Meeting held in Chennai was the first of its kind in the country. Tamilnadu was the first Unit to sign the Memorandum of Understanding for amalgamation in the entire country, that too in the presence of the General Secretary, AIBEA.

The historic integration of Andhra Bank Employees’ Union Madras and Corporation Bank Employees Union with Union Bank Employees’ Union – Tamilnadu took place on 14th August, 2021 in the presence of Com.C.H.Venkatachalam, General Secretary, AIBEA, greeted by Com.N.Shankar, General Secretary, AIUBEA, Com.T.Ravindranath, General Secretary, AIABAEU, Com.Vincent D’souza, General Secretary, CBEU and Sri.Jithender Maniram, Dy. Zonal Head, FGMO, Chennai. Today, we can claim this as the second historic integration in the history of Union Bank Employees’ Union – Tamilnadu.

From 1980, due to the continued efforts of the leaders and countless committed cadres, our membership gradually increased and at the time of the merger of banks our membership stood at more than 92% of the employees working in the State of Tamilnadu as proud members of our Union. On this second integration, our membership has gone beyond 98% of the entire workforce in the State. The day is not too far to the reach the single union status.

Our comrades are effectively functioning as Office Bearers of AIUBEA, TNBEF and various District Organisations of Tamilnadu Bank Employees Federation and contributing to the cause of the Bank employees. Our comrades have significantly contributed in designing various policies of the Bank like, Transfer Policy, Higher Assignment Policy, Promotion Policy etc., It is worth mentioning that our unit was given the position of the Central Committee member of AIBEA by TNBEF.

Our organisation is an example of democracy and collective functioning.  Our organisation is functioning as a model to the rest of the Unions. Conferences, Executive Committee, Managing Committee meetings are held on regular intervals and the decisions are taken after elaborate discussions taking the views of all the comrades of the forum. Our constitution provides for reservation in the Executive Committee to Women, Subordinate Staff, Mini Deposit Collectors, Jewel Appraisers etc., which enables to hear the voices of all sections of the membership in the forums. We also have a women’s forum to involve them in the Union activities.  Union is conducting various workshops to equip the comrades to sharpen their skills, improve their attitude and to widen their knowledge. This process has helped us in identifying the talents and bringing them into the organisation to shoulder responsibilities.

As per the call of AIBEA, we organised the Mini Deposit Collectors and gave them membership in the organisation. Much prior to many other organisations, our organisation took efforts in consolidating the Jewel Appraisers under the mighty banner of AIBEA. Today, we can proudly say that we are the one and only Union, which gave basic membership to the Jewel Appraisers. Due to our efforts, the maximum commission amount was increased from Rs.100/- to Rs.400/- and now to Rs.500/- per loan. As a consequence, organising and running the State Level Jewel Appraisers Union is given to our Union. We are one among the pioneer Unions in organising the Business Correspondents and Temporary Employees to improve their wages and service conditions. 

We formed Union Bank Officers’ Association – Tamilnadu affiliated to AIBOA in the year 1985. Later it was revived in 2006 under the leadership of Com.D.S.Ganesan. He has contributed a lot to the officers’ fraternity through his legal interventions. Today, he is the General Secretary of AIUBOSA and the President of AIBOA Tamilnadu State Committee. He is also functioning as the Secretary of AIBOA.

In order to provide a compendium of service conditions of the Award Staff, efforts were made in the year 1998 and as a result the book “Union Bank Employees’ Service Conditions” was brought out. Subsequently, improved versions were brought out whenever a new Bipartite is singed. So far, six improved versions were released by the Union and it has become the reference manual not only by the Union functionaries but also for the Management. This has resulted in reducing the floor level frictions. All concerned with the service conditions of the Award Staff are using this book throughout the country.

Our Union took efforts to form a Society to the benefit of the members and Union Bank of India Staff Co-operative Thrift & Credit Society was formed in the year 1985. Initially, it was confined to Chennai City. Later it was expanded to the entire State and Pondicherry. Today, it is a Multi-State Society catering to the needs of Tamilnadu, Pondicherry and Karnataka States and has the potential to cater to the needs of the entire country. It is efficiently managed by our comrades as directors. It is a model society to the rest. It is functioning with lesser spread, lesser profit and helping the comrades to get loans at cheaper rate of interest.

Own premises for the Union was purchased in the year 2000 at a cost of Rs.14,00,000/- and the present value of the premises is around Rs.50,00,000/-. In order to provide accommodation to the comrades coming to Chennai for various activities, a Guest House was purchased in the year 2015 and the total cost of the project came around Rs.1,00,00,000/-. Both were possible due to the generous contribution by the members and organisation remains indebted to them. In addition to above properties, Union Office of ABEUM at Angappa Naicken Street which has uniqueness that the first own building purchased by any State Union is also in use after the Integration of three Unions.

In the year 1985, Union formed a Staff Welfare Fund for the well being of the members, mainly to provide death relief and medical assistance. Today, it is collecting Rs.100/- as subscription and gives Rs.2,00,000/- to the family of the members, who unfortunately lost their lives during employment.

We are an organisation which identifies with the rest of the society and regularly involved in various social identification activities. In order to fund the activities, 5% of the subscriptions received from the members is earmarked for social identification activities.

               For the last 20 years, we have motivated the subordinate staff to become graduates by giving incentives @ Rs 10,000/-  to them. So that, they can be clerks from the date of their application and improve the standard of living of their family. So far, more than 200 comrades have become graduates and promoted to clerical cadre. Apart from this, Union is having several welfare measures for its members like, Marriage Gift, Retirement Memento, Scholarship to the wards of the members, Medical Assistance etc.,

               We are a pro-active organisation and understand that our lives are linked to the organisation we work for. When the organisation grows, we also grow and vice versa. Being in the public sector, we feel that we have a responsibility to protect public sector and to safeguard the savings of the society. Our pro-activeness has yielded positive results and helped in maintaining smooth industrial relations, which is good for both the sections.

               In the year  2016, Union developed a Website with the internal resources and it is working well. All the information is updated in the Website on an on-going basis. “www.bankubeutn.in” gives lot of inputs to the members.

               We have a wonderful IT team and it is contributing to a great extent in bridging the communication gap between the organisation and its members. Our Union has social media handles viz. Facebook, You Tube and X platform which is being updated for the latest events and information. 

Last not the least, we thank all the leaders and faceless cadres, who toiled & sacrificed for this organisation, but for their contributions, we might not be what we are today.

Men may come and men may go. Organisation remains. It is like a relay race, where the mantle has to be transferred to the next generation to ensure the organisation remains young. We are sure that the young comrades will take this organisation to greater heights in the days to come.

  1. NAME :

a)The name of the Union shall be “Union Bank Employees’ Union – Tamil Nadu” and it shall herein after be referred to as the “THE UNION”.

b) The Headquarters of the Union shall be in such place from where the General Secretary may be elected from time to time.

c) The Registered Office of the Union shall be at ‘Singapore Plaza’, 164, Linghi Chetty Street, Chennai-600 001.

 

  1. OBJECTS :

The objects of the Union shall be:

a)To organise and unite the employees, other categories of persons utilised by the Bank for its business, working in the branches of the Union Bank of India in the State of Tamil Nadu, Pondicherry, Union Territory of Andaman & Nicobar Islands and regulate their cordial relations with the management. 

b) To foster a spirit of Co-operation amongst the members of the Union and ensure loyalty to the Bank.

c) To secure to the member fair conditions of life and service.

d) To endeavour to redress their grievances.

e) To prevent any unreasonable reduction of salaries, wages and allowances and if possible to obtain further advancement whenever circumstances permit.

f) To endeavour to secure compensation for member in case of accidents, injuries or death sustained while on duty or acting in the interest of the employer.

g) To endeavour to settle dispute between employer and themselves amicably.

h) To endeavour to settle dispute between employer and employees themselves amicably.

i) To endeavour to obtain information in reference to Banking and Banking service in India and outside.

j) To promote social activities and to organise sports recreation, entertainment, etc. under auspices of the Union.

k) To provide legal assistance to members in respect of matters arising out of incidental to, their employment.

l) To endeavour to render aid to members during any strike brought about with sanction of the Union or a lockout.

m) To raise and acquire such money or monies by subscription, donations or loans from members or other corporate bodies for the interest of the Union.

n) To invest monies acquired, in Bank or Banks or Co-operative Thrift & Credit Societies as may from time to time be determined and to draw, make, accept, endorse and negotiate cheques and other negotiable instruments in pursuance of the objects of the Union.

o) To Co-operate with Federations and other organisations of workers having similar objects.

p) To represent the employees of the Bank, especially, the members of the Union, before the Bank Management, Central and State Governments, Labour Court or Courts, Tribunals, Enquiry Commissions or other bodies.

q) Generally to take such other steps as may be necessary to ameliorate the social, economic, civic and political conditions of the member and all such other acts incidental or conductive to the attainment of the above objects or any of them.

r) To endeavour to help the members to acquire housing plots, flats, lands and to represent them wherever needed and to act on their behalf.

 

  1. MEMBERSHIP :

Any person employed or utilised by the Bank for its business, in the branches/office of the Union Bank of India in the State of Tamil Nadu, Pondicherry, Union Territory of Andaman & Nicobar Islands shall be eligible to become an ordinary member of the Union provided that he/she agrees to abide by the rules and bye-laws that are made by the Union from time to time.

 

  1. HONORARY MEMBERSHIP :

Persons sympathising with the aims and objects of the Union but who are not eligible for ordinary membership can be admitted as Honorary Members of the Union with the approval of the General Body, subject to the provisions of Section 22 of the Indian Trade Union Act 1926, the number shall not exceed five.

 

  1. SUBSCRIPTIONS :

Each Member shall pay on admission fees and monthly subscription as under –

Admission fees to all membersRs.   25.00

Monthly subscription for clerical Members Rs. 125.00

Monthly subscription for Subordinate StaffRs. 100.00

Monthly subscription for Mini Deposit Collectors & Jewell Appraisers 

Rs. 110.00

With effect from 01.08.2011, all the members of the Union will be members of the Union Bank Employees’ Union – Tamilnadu – Staff Welfare Fund. The subscription payable to Union Bank Employees’ Union – Tamilnadu – Staff Welfare Fund (which is presently Rs.100.00) will be deducted along with the subscription of the Union and remitted to Union Bank Employees’ Union – Tamilnadu – Staff Welfare Fund account before 15th of the succeeding month, which account is separately audited and shown in the Balance Sheet of the Union. 

 

  1. ADMISSION :

a)Any person who is employed or utilised by the Bank for its business by the Bank in the State of Tamil Nadu Pondicherry, Union Territory of Andaman & Nicobar Islands and who desires to become a member shall submit an application in the prescribed form declaring that he/she will abide by the rules and bye-laws of the Union from time to time. Such application shall be sent to the General Secretary together with the Admission fee and the Subscriptions for the month.

  1. b) All applications shall be placed before the Managing Committee who shall be competent to scrutinise the applications, if any application is rejected by the Managing Committee, it will be placed before the Executive Committee for final decision, if the application for the membership is rejected by the Executive Committee, the fees shall be refunded.
  2. REGISTER OF MEMBERS :

a)The Union shall keep a register of its members containing their name and particulars of their place of work, residence, etc.

  1. b) The Register shall be open for inspection by any Member or Office Bearer of the Union during the normal working hours of the Union of any day excluding holiday after giving a minimum of one week’s notice to the General Secretary in writing.
  2. REMOVAL OF MEMBERSHIP :

The Managing Committee of the Union shall be competent to remove from the register of Members any Member.

a)Who has failed to pay his monthly subscriptions for three months consecutively and/or failed to pay the levy and other charges imposed by the Union.

  1. b) Who has submitted his resignation in writing.
  2. c) Whose conduct in the opinion of the Managing Committee is contrary to the interests of the Union and who has or is likely to bring the Union into contempt or disrepute.
  3. d) Who has not participated in any strike call given by the Union, without sufficient reasons acceptable to the Executive Committee of the Union.
  4. i) Any person who is removed from Membership may be re-admitted on such terms and conditions as the Managing Committee may think fit.
  5. ii) No member shall be removed from Membership for misconduct under this rule unless he has been given a fair opportunity to explain his conduct.

iii) A Member so removed shall have the right to appeal within three weeks against the decision of the Managing Committee to the Executive Committee which shall have the power to rescind the decision of the Managing Committee removing the member.

 

  1. THE UNION SHALL CONSIST OF :

a)The Members working at all the branches/offices of Union Bank of India in the State of Tamil Nadu Pondicherry, Union Territory of Andaman & Nicobar Islands.  Such branches/office shall be treated as units of the Union.

  1. b) The General Body constituted by the delegates from Branches/Offices to the General Body Meeting.  The quorum of the General Body Meeting shall be 1/3rd of the delegates.
  2. c) The Executive Committee.
  3. d) The Managing Committee consisting of the Office-Bearers.
  4. e) The Managing Committee shall conduct the normal and routine affairs of the Union and take decisions in between Executive Committee Meetings and such decision shall be binding on the member.
  5. f) The Sub-Committees constituted by the Executive Committee/Managing Committee of the Union for any specific purpose.

 

  1. MANAGEMENT :

a) (i)For each Branches/Office, there shall be a minimum of one delegate.  Every block of 3 Members and major fraction thereafter shall have one delegate.  A delegate elected from any branch or unit shall be a person employed in such branch or unit and shall be only be from amongst the permanent employees, inclusive of Mini Deposit Collections, Jewell Appraisers who are members of the Union on the date of issue of notice to the General Body and working in that branch/office or unit on the date of election of delegates.  For the purpose of electing the delegate/ delegates, from any Branch or unit, members shall be entitled to vote irrespective of their being permanently employed or otherwise, provided, however, that such person have validly admitted as members of the Union. All Extension Counters/Satellite Branches are treated as a separate Branch for the purpose of delegates. 

  (ii)The Managing Committee shall consist of One Chairman, One President, Three Vice-Presidents, One General Secretary, One Deputy General Secretary, One Organising Secretary, Three Secretaries, Twelve Assistant Secretaries, One Treasurer and One Joint Treasurer, who shall be elected at the General Body Meeting by the body of delegates from amongst the members.

b)Not exceeding Twenty Five Members to be co-opted by the Managing Committee, including minimum of two among women members, two among Peons & House Keepers, two among Jewel Appraisers and one among Mini Deposit Collectors to the Executive Committee from the delegates to the Conference.

c) Delegates alone shall be eligible for election and voting at the General Body Meeting of the Union.

d) The Members of the Executive Committee shall ordinary hold office for two years or until they are replaced by those newly elected.

e) The interim vacancies in the Executive Committee including the office-bearers shall be filled in by co-option.

f) All proposition moved at the meeting of the Executive Committee or the Managing Committee shall be decided by a majority of votes cast.  The President or the Chairman of the meeting shall have the right to have casting vote in the event of a tie.

g) 10 days notices shall be given for a meeting of the Executive Committee or the Managing Committee.  But urgent meeting of the Committee can be convened by the President or General Secretary by giving two days notice by letter, telegram or telephones, to all members of the Committee.  The quorum of Executive/ Managing Committee shall be majority of the Committee.

h) The Executive Committee shall ordinarily meet at least once in six months.

i) Any Member of the Executive Committee or Managing Committee who fails to attend three consecutive meeting without giving sufficient reasons can be removed from office if found necessary.

  1. FUNCTIONS OF OFFICE – BEARERS :

a)CHAIRMAN/PRESIDENT/VICE PRESIDENTS:

The Chairman to preside over the General Body Meeting. The President shall preside over all meeting of the Union and its Committees, preserve order, sign all minutes and shall have power if necessary to call Special Meeting of any of the Committees of the Union. The Vice-Presidents shall function in place of the President in his absence.  In the absence of the President and Vice Presidents Managing Committee/ Executive Committee shall elect a Chairman from among them and conduct the affairs of the Managing Committee/ Executive Committee.

b)GENERAL SECRETARY/ DEPUTY GENERAL SECRETARY/ ORGANISING SECRETARY/ SECRETARIES/ ASSISTANT SECRETARIES :

The General Secretary shall act and perform such duties as are necessary for achieving the objects of the Union.  He shall conduct all correspondence, arrange for meetings and generally exercise control and supervision over the affairs of the Union.  He shall prepare at the close of each year an Annual Report of the working of the Union showing its financial position/ conditions, activities and progress.  The draft of the report shall be subject to the approval of the Executive Committee before presentation to the General Body.  The General Secretary shall be responsible for submitting the statements and other documents required to be submitted by the Union under Trade Unions Act. Deputy General Secretary, Organising Secretary, Secretaries and Assistant Secretaries shall assist the General Secretary in performing the above duties.

c)TREASURER/JOINT TREASURER :

Treasurer shall be responsible for all sums of money, which may from time to time to be received into the Union and for duly banking them. The Treasurer shall make payment towards any expenditure sanctioned by the Managing Committee/ Executive Committee.  The Treasurer shall not have the power to draw money from the Bank without obtaining the signature of the General Secretary or the Organising Secretary or any one of the Secretaries of the Union to the cheque.  The Treasurer shall keep accounts of all receipts and expenditure and prepare Balance Sheet showing clearly every item of receipts and expenditure. Joint Treasurer shall assist the Treasurer in performing the above duties. In the absence of the Treasurer, the Joint Treasurer will perform the duties of the Treasurer.

  1. FUNDS OF THE UNION :

a)The General Funds of the Union shall consist of the Subscription from the Members, donations etc.  They shall be deposited in the name of the Union in a Bank or Banks or Co-operative Thrift & Credit Societies approved by the Executive Committee.  Accounts may be operated by the Treasurer along with the General Secretary or Organising Secretary or any one of the Secretaries. In the absence of the Treasurer or during exigencies, the account may be operated by the Joint Treasurer along with the General Secretary or Organising Secretary. The General Secretary or the Treasurer shall not have more than Rs.10,000/- with them for current expense at a time.

  1. a) All items of expenditure, other than that of routine nature, above Rs.10,000/- shall require prior sanction of the Managing Committee/ Executive Committee and shall be supported by vouchers.  But in emergency cases, the General Secretary shall obtain ratification from the Managing Committee and/or Executive Committee for the expenses exceeding the above limit.

 

  1. UTILISATION OF FUNDS :

The General Funds of the Union shall not be spent on any other objects than the following:

a)The payment of salaries, allowances and expenses to the office-bearers and employees of the Union.

b) The payment of expenses for the Administration, including auditing of accounts of the Union.

c) The prosecution or Defence of any legal proceedings to which the Union or any other Member thereof is a party when such prosecution or defence is undertaken for the purpose of securing or protecting any right of the Union as such or rights arising out of relations of any member with his employer.

d) To conduct all trade disputes on behalf of the Union or any Member thereof.

e) The compensation to member for loss arising out of trade dispute.

f) Allowances to member or their dependents on account of death old age, sickness, accidents or unemployment of such members.

g) The issue of or the undertaking of liabilities under policies of assurance or the lives of members under policies insuring members against sickness, accidents or unemployment.

h) The provision of educational, social or religious benefits for members (including the payment of expenses of funeral or religious ceremonies for the deceased members) and for the dependence of members.

i) The upkeep of periodicals published mainly for the purpose of discussing questions affecting employees as such if funds permit.

j) The payment of the furtherance of any of the objects or contributions to any cause intended to benefit the employees in general provided that the expenditure in any financial year shall not at any time exceed one fourth of the gross income during the year.

k) Subject to any conditions contained in the notification any other objects notified by the appropriate Government in the Official Gazette.

l) For purchase and maintain premises of Union Office/ Transit House/ Holiday Homes to the Members.

m) To publish books/ periodicals for the benefit of the members with matters concerning their interest.

14. AUDIT :

The accounts of the Union shall be audited by a Competent Auditor appointed by the General Body whose remuneration shall be fixed by the General Body and paid out of the funds of the Union.

  1. ACCOUNTING YEAR :

The Union accounting year shall be year ended 31st December.

  1. INSPECTION :

The books of the accounts, Membership Register and other books of the Union shall be open for inspection by any member of the Union during hours when the office of the Union shall be open, subject to Clause (b) of Rule 7 of the Constitution.

  1. POLITICAL FUNDS :

The Executive Committee of the Union shall be competent to raise separate funds for the promotion of civic and political interest of the members in accordance with the provisions of Indian Trade Union Act, 1926.

  1. GENERAL BODY MEETING :

a)The General Body Meeting of the Union shall be held once in two years to transact the following business :-

i) To adopt the report and statement of accounts of the Union.

ii) To elect the Office Bearers.

iii) To consider amendments to bye-laws and rules and other proposals given notice of the members of the Executive Committee.

iv) To transact such other business as may be approved by the Executive Committee.

v) To adopt the report of the General Secretary, prepared as per clause 11(b).

b)  Place of such meeting shall be fixed by the Executive Committee.

c)  The General Secretary shall give atleast 15 days notice to the General Body     Meeting of its Members.  A copy of the report and statement of accounts of the Union shall be circulated among the members and presented in the meeting.

d) It any member wants to move any resolution or amendments to bye-laws and rules, he shall give 10 days clear notice to the General Secretary.  Copies of such amendments and resolutions shall be sent to all members atleast 5 days before meeting.

e) The non-receipt by any members of the Notice for any ordinary or Special General Body Meeting or copies of resolutions and amendments to be moved in the meeting shall not invalidate the proceedings of the meeting.

f) The quorum of an ordinary General Body Meeting shall be One Third of the Total Delegate.  No quorum is necessary for a meeting adjourned for want of quorum.

  1. AMENDMENT OF RULES :

The rules of the Union may be altered or amended at a General or Extra Ordinary General Body Meeting provided seven clear days notice is given to members of such amendments.

  1. DISSOLUTION :

The Union shall not be dissolved except by vote of majority with three fourth of the delegates present in a General Body Meeting specifically called for dissolution of the Union, with quorum as per clause 9 (b).

The decision to sell any of the properties of the Union can be taken in a General Body meeting by vote of majority, with three fourth of the delegates present in the General Body Meeting.
